Um...this is the only computer system in the universe that I've ever seen count pages that way. Everywhere else (Google, other message boards) take you to the second page when you click '2'.
From a programming point of view, the practice of starting indexes at zero has been in practice since the 1970s or so.
That being said, this should never be an issue unless visitors to the site are doing something silly like... typing in URLs by hand, which is not recommended.

No real problem with that, but it takes little effort to add one to make it a little more human-friendly
Or do you agree with France's starting elevators at floor 0 per http://en.wikipedia.org/wiki/Array#Index_of_the_first_element ?

I've considered that too. I have no idea why the Drupal folks didn't make that particular part of the URL userfriendlier. Either it slipped their minds or they have a good reason.
I've never been to France, but I know that Penn Center train station in Philadelphia starts their track numbers at 0.

1) You can adjust the number of comments shown per page to be greater than the default of 50 if you want to see all of the posts in a single page, and therefore see the new ones flagged.
2) Like most computer systems, page counting starts at zero, not one. So the number 2 really is the third page in the set (0, 1, 2, ...)
