Yeah Giza emailed me asking me that. As far as I know, no. Unless there's some strange setting in WinXP SP2 that has such a feature turned on, I shouldn't have anything like that running.
Giza was kind enough to email me the banner, so every time I need to check on the dates I find the banner image on my hard drive. I think it might be a driver and the new way the site is done. Nothing has significantly changed about my computer in the past four years (damn I need a new one), but when the site was upgraded from the old one to the new one, there were no banners. I never mentioned it at the time because I thought the new banners weren't up yet. But I haven't seen the banners since we went from yellow to green o.o (and on the FC site, the banners come up fine)
As far as I know, that's the only thing I'm missing from this site. Since Giza emailed me the banners anyway, it's no biggie. I'm just curious as to what's wrong with my computer. It has a whole host of problems including "IRQL_NOT_LESS_THAN_OR_EQUAL" errors that randomly happen when I browse the 'net (which I'm told is impossible, but I can demonstrate!), multiplayer games that can't/won't connect to the central servers unless I download illegal mods that don't do anything to the multiplayer files, a DirectX version that's higher than the computer recognizes, and all sorts of oddities. Believe me, banners not showing up on this site is really the least of my worries.

Wow, your computer is all sorts of a mess idn't it? ^^ And, Giza, the walking computer, couldn't figure it out? Wow....maybe someone needs to whack him on the head again to boot him up.
I told him not to worry about it, since at the time I was the only person having issues seeing the banners. As far as I know, I'm still the only person who can't see the banners.
Really, someone working as a tech for a site like this could better spend their time dealing with genuine issues that everyone is having, rather than trying to fix *my* computer
And yes, my computer is all sorts of a mess. I don't know whether to be proud or ashamed that it does various things that are technically impossible. The IRQL error is my favorite though. A tech friend of mine said something to me along the lines of "That's not possible! That's a motherboard issue, surfing the internet could never create that." Me: "Oh really? Here, use the computer for an hour"...
Me: ..."Okay, now open up this website I have bookmarked." *IRQL ERROR*. Him: "Okay...that's strange..."

I moved into Linux/UNIX and OS/X years ago because I got tired of having to troubleshoot bizarre problems for which the only remedy seems to be "reinstall the OS". (Plus, I'm a big comment line guy, and I love the tools that come with *NIX distributions. But that's mostly a personal choice, and I know not everyone is a command-line person.)
Hmmm... S L O W L Y looks up at the header.. on the left side.. under the name of the con..

permalinkDo you have any adware/spyware protection programs installed? I've found out that those things can cause images not to load properly.

It's Windows. I don't do Windows machines.
