Two of the people who are rooming with me and a friend are 16 and 17. One, due to being minors, are they considered 'children' by the Omni hotel, and do we need to have any permission slip thingies filled out by the 16 and 17 -year-old's parents so they can room with us? |

For the hotel, no.
For the con, yes.
I also strongly, strongly recommend that you get in touch with their parents ahead of time, if just to say hi. If these young folk are staying in your room, then you have a certain potential liability. I am sure their folks would appreciate you getting in touch with them just so they know you're not an axe murderer.
And the one thing you never, ever, ever want to hear is, "My kids are WHERE? And they're staying with WHO???"

Yes, signed + notarized documents will be needed for those under 18 to be permitted in the con.
No, such documents would not be necessary for the hotel.
No, they are not getting the children's rate for admission.
Will he be held 'In loco parentis' for their behavior during the con?
(For those of you who don't understand the final question: Would the original poster be held responsible for the actions of these 'children' as though he were one of their parents? It's an important question, as this would involve financial responsibility for any damage that might be caused to the hotel room. Could he also be held accountable for other legal issues concerning them? This would be an important consideration for me, in his position...)

From my understanding, if you rent a room, whatever happens to that room while under your name is your responsibility.
If the people in your room cause damage, whether they are a minor or not, you will be held liable to pay for those damages. This wouldn’t just cover your roomies either. If you decide to host a party in your room, then someone gets drunk at the party and put holes in the walls, regardless of who that person is, you are liable for the damages.
The only thing you would be able to do in an instance where someone else has caused damage to a room in your name, would be to pay the hotel for the damages, and then take the person responsible (and possibly their family if they are a minor) to civil court to be reimbursed for the charges.
Let me restate that.
If you have a room reserved in your name, YOU are liable for everything that happens to that room during your stay.
As far as for the rest of the con, your just holding the room, you aren’t their guardian. So if you have a minor staying in your room, and they get arrested for breaking car windows in the parking garage under the hotel, that’s not your problem.
From the minor consent form that the parents must sign “… I agree also to accept full responsibility for the actions and behaviors of the above-named minor at ANTHROCON*2008...”.
Just the same, I would recommend you speak with their parents beforehand to make sure you have some sort of documentation showing that you are just the room and/or ride rather than their guardian. Its just good to have something in writing in the event you find yourself talking with police.
Additional note: It's also a good idea to have the contact info on hand for the families of any minors in your room. You may find yourself playing guardian in the event something should happen to them. Emergency services would want to have some way to contact their parents and someone who can give them medical history.

Yes, I will admit I am a cheap person.
But I wasn't asking because I was hoping for a discount. I was asking because I was wondering if the hotel would consider me their guardians and other things like that. Basically I was asking on behalf of the minors parents who (And I will say this AGAIN) I know personally and have okay'ed this with.
