It is self-policing. If someone gets a room on the fursuit floor and has no fursuiters in the room, believe me, the other folks will notice and will let us know.
Having 30 angry fursuiters beseiging me about a naughty person who didn't follow the rules does not dispose me to view said naughty person with favor.

permalinkPersonally if you're lucky to get a floor on the top level of the hotel, it may be a long ride to get up but you get first crack of the elevator for the ride down. It's no fun when you're in suit waiting for an elevator ride down when you have to wait for a car that has enough room.

permalinkI was on the top floor of the Westin last year. You wouldn't have to ban such a person: you'd have to clean them off of the sidewalk.
Some actions are banned because they are illegal in the place where the con is held. (You might be surprised at the number of people I've met over the years who believe that the laws of the state/city are suspended for the duration of the con. They ain't.) Many, if not all, of the actions which are banned for reasons other than simple illegality have one thing in common: they p!$$ other people off to the point where they may lose their self-control.
While I agree than con people (not just furry) are a more open-minded group, they can be pushed too far. Playing stupid games with the elevators is one action that can push them over the edge.

If someone did screw with the elevator... let me count the ways...
§ 5503. Disorderly conduct. (misdemeanor 3rd degree if serious, otherwise summary)
§ 5508. Disrupting meetings and processions. (misdemeanor 3rd degree)
huh... harassment wouldn't stick by screwing with the elevator under city or state law.
§ 5904. Public exhibition of insane or deformed person.

That brings back bad memories of when I stayed at those beach condominiums in Port Aransas along the beach during the summer. At least once a day some little kid would push all the buttons in the elevators and me (along with the other occupants) would go up and down and up down til you cant get enough. It didn't help any better that there was no AC in the elevator and the sun just beat right on you though the glass. By the time it'd stop, people would ask me if I either came from the sauna, or if I just came out from one hot night.
