Im just wondering if I would need a Pennsylvania Temporary Seller's Permit to sell prints or take commissions when participating in Artists Alley...

and if so, where can I easily apply for one?

No, you do not need a seller's permit to participate in Artists Alley since sales in the Alley are, if effect, done on consignment. Customers pay Anthrocon for goods (plus tax), then at the end of each day we turn around and pay all of the artists back. For more information see the Artists Alley page.
