i couldnt understand if he needed his parents there.he is 16(if he has the signed paper and everything) would he be able to come with me?w/o his parents.thanks for any info

Basic answer: yes, he would be able to attend with the signed and notarized parental permission letter. There are still legal limitations on what he could do at the con based on his age. He could not drink alcoholic beverages or sign for the hotel room, for example.
