I tried multiple versions of firefox, and safari all on the mac. The menu is cut off when the window is too small to accommodate the menu. It still adds a scroll bar at the bottom, but the menu refuses to go beyond the window borders.
here are some screen shots:
Firefox 1.5 normal

All screen shots are from OS 10.4.8

You mean when the window is too narrow? What you described WILL happen if the window is less than 1024 pixels wide. It is an issue which I am aware of.
The reason why it is the case is because there is literally an infinite number of combinations of browsers, browser versions, and screen resolutions available these days. And sadly, I do not have infinite time to test them all.
So, I have to build websites that work for the largest group of users. In this case, FireFox and Internet Explorer users make up 90% of site visitors, so the site is designed for those browsers. And for screen resolution, 90% of this site's visitors are running at 1024x768 or higher, so that is the screen resolution/window size I designed for. (I got these figures from Google Analytics, BTW)
On the other paw, if you know of a way to make that menu work perfectly in a smaller window size without breaking it, I'd love to have the HTML/CSS code for that. It'd be awesome if I could make a website that works 100% of the time for 100% of the browsers and screen resolutions out there.

Minimized my IM friends window, and the browser window returned to normal size, which meant one line for the menu.
