Check out this tutorial on Matrices website: http://www.matrices.net/furring.asp . It has good pictures and takes you through it step by step. She shows it using a foam head but it will work for any head base.

You only put duct tape on the foam head to make a pattern FOR the fur. Put some other thin material over the foam head (I use plastic wrap), and then layer it with duct tape. Mark on the tape itself the markings for different fur colors, the color you want for the markings themselves, and the direction you want the fur to lay. That part is very important!

After you've done that to your satisfaction, carefully cut out the duct tape pieces. Cut 'darts' (little triangles) in the duct tape pieces to ensure that they lay flat. Put the pieces TAPE SIDE DOWN on the back of your fur, ensuring that the arrows you marked and the fur pile lay in the same direction, and trace out the pattern.

From here, it's up to you what method you prefer to fur: gluing the pieces down on the head, and sewing/gluing the seams together, or sewing the fur pieces together first and slipping them on the head to glue it. Good luck!
