I can tell you with great authority that redtails have tails, and they do indeed wag them at times.
You'd think it would be assumed, what with the whole name being based off the presence and colour of tail.

'swishing' is the feline version of wagging. Why you felines have to call it something somewhat sophisticated like 'swishing', I don't know, Giza.
Never underestimate the ego of felines. They don't lower themselves to do that which the rest of the common species do.

Felines tails swish or twitch when they stalking prey right?
Dogs generally wag their tails rapidly back and forth when they're happy or excited.
Cats don't generally do this. Any wagging a cat does is slow in motion, or barely at all.
When a ___ is happy:
Cat: Slow swaying of tail side to side, or curling.
Dog: Quick wags from left to right.
When a ___ is angry:
Cat: Tail sticks up in the air and "poofs," with fur standing on end.
Dog: Tail is straight out and slowly swayed.
When a ___ is afraid:
Cat: Tail is curled closely next to the body with no motion. Sometimes the fur is fluffed.
Dog: Tail is curled between the hind legs.
"Wagging" is a general terminology, however wagging is commonly referred to what dogs do with their tails.
Kinda like how "PC" is "Personal Computer" but more commonly refers to a Windows-based computer. *shrug*
Sadly, I can't really tell when a dragon is happy because they usually attack me or fly away. probably because I thought it was a good idea to sneak up on it and give it a hug. *shudder* All my fur was burned off and i looked like a human! sickening!
Well, you just DON'T sneak up behind a dragon and hug her (or him.) I had to burn all the fur off a wolf a few times - he thought it would be funny to jump on my back and try to go for a ride. It wasn't funny.
That said, I actually love wolves!
lmao, yea... It turns out dragons can think and act for themselves and, apparently, they dont like being snuck up on, touched unexpectedly, or ridden without permission. All other fellow wolves best keep that in mind when they see a dragon. lolz 
Especially since some of us are a little small for riding and it's a pain in the butt if we suddenly have to fetch the bicycle pump and unsquish ourselves.
