You could always find someone who is a registered minister, since it's very common to get registered on the internet these days, and have a small wedding if you could figure something out, my mate is a registered minister

There is a vast difference between a "registered minister" and "one who is authorized to perform a marriage ceremony in the state of Pennsylvania." People who buy certificates on the internet are not recognized as such.
But we still can't provide programming space for a wedding.

As it isnt allowed(says in the FAQ), there are still ways of having a wedding close to the con.
You can try talking to the con center people themselves and see if they can spare a room since the convention staff cant help you. It would be at AC as you wanted, but keep in mind, many of the space reserved at the con center is reserved years in advance. its less than a month away from the con. Don't count on the con center having an opening.
I would also suggest making sure to validate their license long before the con. While you can get a certificate online any day of the week, there are also ways of checking up to validate that the certificate is authentic and legal in the particular state you are holding it in. You can call your local licensing bureau to make sure and if they cant check up on it, they can transfer you to another one that can check up on it.
On one last note, if you cant host it IN the convention, you can find a local chapel near to the convention and invite all furs at the con to come to the wedding. Make sure the Chapel knows whats going on too as some might not be so excited about having a couple hundred people in animal costumes show up for a wedding.
