I can answer the first question for you but as for the glue I use hot glue and it works very well.

I used a type of fabric glue before.  They tend to dry slowly (at least the kind I used) and the pieces needs to be pinned, taped or somehow held together until the fabric glue dries.  A lot of people use hot glue (as Nicona said above) to glue things together.  That's what I use now.

For fabric paint, they tend to be thick which will gum up an airbrush.  You'll have to water it down to a relatively thin consistency to allow it to flow through an airbrush.  It's been a while since I've used an airbrush, so I don't remember what kind of consistency the paint would need to be.

As for number two, I would recommend using hot glue. Fabric glues are slow to dry, and the foam absorbs it, leaving nothing on top of it for the fur to stick to. Since hot glue is a mixture of glue and plastic, it stays on top, sandwiched between the fur and foam. If you want to see for yourself, take some fabric or Elmer's glue and let it sit on top of some scrap foam, you'll see. ;3
