ok well for the 2012 con i will be 18 and my friend is only going to be 17 cause his birthday is in september. if he has all the required paper work can he come to the con with me wih out his mom physicly being their and me being his shaparone?

Yes.  He will need the permission paper signed and notarized as you know, but that's it.  You, at 18, will be able to get a hotel room as well, which he would not.

One additional limitation you need to know: neither of you will be able to drink alcohol in Pennsylvania.  The law there says you must be 21.

But then that's true in new york as well, and drinking is by no means a necessary (or, to my mind, terribly important) aspect of the con experience.  Smiling
