Some people do, some do not.  Heck, many of us don't wear a fursuit at all.  There are no special standards of attire (just the usual rules about footwear and minimum required body covering).  Of course, it is always polite to consider if your fursuit is blocking someone else's view or invading someone else's personal space.

The more important questions are, Are opening and closing cereminies times when you feel you'd like to be in fursuit?  Are they events you feel you'd like to attend at all?  Do you feel you'll be comfortable sitting in a costume for that time without needing a break to cool off?

Depends on why you fursuit in the first place - if it's to be seen by and/or interact with others, there's little chance for that at OC/CC since the lights are dimmed and everybody's (hopefully) paying attention to those on the stage.

If it's just because you like it, then go for it, subject to the usual caveats about endurance, etc.
