We have tried to determine the boundary of "hand-made merchandise" vs. "artwork," and were unable to come up with a suitable definition. In this instance, you can sell the items in the Alley.
You can make them ahead of the convention and bring them to the Alley to sell. Just be forewarned that space is limited and we are no longer allowing merchandise to be stacked on the floor. If someone is bringing along that volume of material, that person should have a dealer table.

Okay, I read through this, and there is a part that is causing me and a friend confusion on that I would like clarification for, please.
"Space constraints. ARTISTS' ALLEY IS NOT A "FREE DEALER TABLE." It is for artists to create and sell artwork, not for merchandise vendors. Each artist is allotted approximately 36" x 30". In lieu of complex rules attempting to define the distinction between "art" that we’d like to see in the Artists’ Alley and "merchandise" better suited for the Dealers’ Room, we are implementing objective controls on the table space itself. If you have more material than will fit within these space constraints, or if you are counting on making more revenue than these conditions will allow, you should consider a Dealer Table instead of a presence in the Alley."
1. What exactly is merchandise versus acceptable artwork? If I made it myself, from my own materials, not as a collaboration, etc., is it allowed as art?
2. What does "create and sell" mean? Can I only sell items made on-site, or can I sell my own artwork made before the convention as long as it adheres to all the space requirements and other restrictions?
The reason I ask is that I have been in Artist's Alley for a few consecutive years now, selling mostly handmade charms along with the occasional badge. The charms look like this: https://www.furaffinity.net/view/5924519/ They are all 100% handmade by me, no premade or modified purchased stuff, etc. I have brought them in a small container to sell each year I've attended and have had good sales each time. I originally didn't see a problem with the new rules, but another fur fan I know brought this up to me with some concern, so I thought I'd check to be sure. It's probably too late for me to get a dealer's table if the answer is "No, you can't sell them," but I would like to know what's up so I can decide what to do for the convention this year.
