Last time I checked, they register, and you fill in your card information to pay for it.

You just need to go to the registration page here: https://www.anthrocon.org/reg

Your friends information will be entered under the membership information section.

Your information will be entered under the billing information section. The billing information address must be the same as what is on file for the credit card being used to pay.

Also, make sure that (s)he is over 18--or if not, that his/her parents are ok with her going.  I'd hate to have you go through the trouble of buying the registration only to be stopped by the notarized permission slip.
